Every application for registration of an Inland Stream or Motor Vessel should be made by the owner or master of the vessel to the Registering Authority, the Chief Ship Surveyor, Assam Shillong in the Form given below at least 15 days before the date on which the registration certificate is desired.
The application should be accompanied by a Treasury Challan showing the deposit of the deposit of the registration fee as per Schedule I attached to these rules as well as a certified copy of the certificate of survey in respect of the vessel which is to be registered. In case registration is desired to be made at a place other than the one in which the owner reside or carries on business or, if the owner in a company, at a place other than the one in which the principal office of the company is situate, the application should be accompanied by a copy of the letter conveying the approval of such registration from the Government of the State in which the owner resides or carries on business or, the company has its principal office.
On receipt of an application for registration the Registering Authority, if it considers an inspection of the vessel necessary, shall, at least three days before the date fixed for such inspection, send a notice in the form given in Schedule III to the applicant informing him of the date and time at which the inspection for registration shall be made. It shall be the duty of the master or owner of the vessel to furnish all such information as may be required by the Registering Authority, and to afford all reasonable facilities to the Registering Authority in carrying out the inspection of the vessel in such manner as it deems necessary for the purpose of satisfying itself that the provisions of the Act and the Rules frames thereunder have been complied with. No owner, agent, or master of a vessel shall give any name to such vessel other than that by which she is registered.
The Registering Authority after satisfying itself with the provision of the Act and the Rules made thereunder shall grant a certificate of registration and assign a registration mark for the vessel. It should be the duty of the owner and master of the vessel to keep the certificate of registration on board the steam vessel and to produce it on demand by the Registering Authority or by any such authority as may be notified by Government in the Official Gazette.
Registration Mark : The registration mark assigned to the vessel should be displayed on the port and star board side of the vessel at midship at a prominent place. The letter and figures of the registration mark should be 8” X 7” and the registration mark should be put below the name of the vessel.
Book of Registration : A book of registration should be maintained by the Registering Authority in a bound volume in the form given below separately for each vessel registered, and shall contain all the particulars given in the certificate of registration.
